MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT EAST KESWICK

MINUTES OF MEETING HELD ON 20th June 2023
The minutes of the meeting held on 20th June 2023 were approved.
MATTERS ARISING
4 4.1 It was AGREED to report by exception on the attached Issue Log.
5 To consider and decide upon planning and landscape applications:
5.1 23/03670/FU Heathfield House, Crabtree Lane – Alterations including two storey side and
rear extensions, new dormer window to side, demolition of existing sheds to side –
comments:
East Keswick Parish Council considers that this proposal could constitute over development of the
plot. The Design Statement plays down that it exceeds permitted development but the fact
remains that it does indeed exceed the limit.
East Keswick is a dark village which means it has no street lighting. When previously asked, the
majority of villagers wanted the village kept that way. One benefit is the view of the night sky
without light pollution. Should this proposal include or increase external lighting it should be turned
off when not needed, timed to switch off after 9pm or set it to illuminate only when movement is
detected.
If the proposal is passed, conditions should be imposed concerning containing all trade vehicles
within the grounds of the residence. There is no room for parking vehicles on Crabtree Lane and
vehicles must not be parked on the pedestrian footway.
6 Matters requested by Councillors:
6.1 King Charles III Coronation memorial benches (DH) – Cllr Harrison confirmed The Ward
Councillors have agreed to fund the Coronation bench. They are looking into which funding stream
the money will come from. If the PC were to fund a second bench, it would cost around £1700.
Should we agree to do this, it would be better if we order them at the same time to save on delivery
and installation costs. I will look into possible funding for a Queen Elizabeth memorial bench.

6.1 EKSA Pitch Advisory Inspection (BG) – It was noted Cllr Groves had progressed this and
the report is received from Yorkshire Cricket Board identifying ground analsyis.
6.2 Memorial Planter update – It was agreed to wait until Autumn for the preferable planting
time for the memorial tree. It was agree the planters would be placed after the tree has
been planted. Cllr Groves has a quote for the planters and will place on hold until later in
the year.
6.3 East Keswick Sports Association funding update – Cllr Groves confirmed West Riding FA
has prepared a Football Assessment report which will give us access to funding
opportunities. Cllr Groves to follow up re potential funding opportunities.
6.4 EKSA Long Term Plan- . It was noted that Leeds Superkings Cricket Club are currently in
discussions with EKSA and they gave a short presentation at the start of the PC meeting.
Cllr Groves confirmed he had approached a ground maintenance company in relation to
maintenance of the Sports Ground and is waiting for a reply. It was agreed not to buy any
maintenance machinery at the moment. Cllr Groves confirmed cricket bookings were
finalised for the coming year. Cllr Waterfield confirmed all monies have now been moved
from EKSA to the PC bank account. Cllr Harrison agreed to discuss providing a free
standing signage at the Cricket pitch with Matthew Harrison.
6.5 Pavement Creep (AW)– Cllr Waterfield confirmed receipt of an email from Dianne Oxley of
LCC which was replied to. Awaiting a furt update from LCC.
6.6 Adopt a memorial tree – Cllr Bailey to follow up.
6.7 Crabtree Lane car park pot holes (DH) – Cllr Harrison has emailed LCC re using any
scalpings left over after the work on Crabtree Lane and asked if there is a possibility that
they could be used to fill the car park potholes. Awaiting on LCC response.
6.8 Land Purchase update (AB) – Nothing further to report. To be included within issue log
moving forward.
6.9 Newcomers Lunch – It was noted this has not progressed whilst allowing the new landlords
to settle in. It was agreed to revisit again in the Autumn.
6.10 Village Walks – It was noted Cllrs Batty and Waterfield completed the long walk on
21st June.
6.11 Bull Pound Valuation – It was discussed and agreed to retain village assets.
6.12 Communications Working Party – It was agreed the agenda will be included on the
facebook page with a link to the previous meeting minutes. It was resolved not to collect
email addresses. Once approved, it was agreed to display the minutes in the butchers and
library. Cllr Batty to circulate the Annual Report in the next few weeks. Thanks were given
to Matthew Harrison for fixing loose stones under the railings at Whitegate. Cllr Harrison
will meet with Peter Harding of the Local History Society to discuss a possible information
board to be placed in the memorial garden.
7 7.1 Financial Matters
The following accounts were AGREED and approved for payment:

7.1.5. Harwood Williams – ground preparation of cricket square: £1170.00
7.2.It was AGREED to pay the following payments previously authorised, clerk’s salary and
Inland Revenue.
