MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT EAST KESWICK

RESIDENTS FORUM
Representatives of the East Keswick Village Hall and Villagers present to discuss land purchase
and the Crossing on Keswick Lane respectively.
TO CO-OPT COUNCILLORS
Councillors Bailey, Groves, Edwards and Ballmann were co-opted and signed the relevant
paperwork.
DECLARATION OF PECUNIARY AND OTHER INTEREST
Declarations made by Cllr Groves item 8.4 and Cllr Harrison items 8.2 and 8.3
MINUTES OF MEETING HELD ON 18th April 2023
The minutes of the meeting held on 18th April 2023 were approved with amendments.
MATTERS ARISING
4 4.1 It was AGREED to report by exception on the attached Issue Log.
Updates received and actions at present:
-Neighbourhood Plan – Cllr Ballmann nothing further to note
-Village benches – Cllr Harrison confirmed she has liaised with Cllr Robinson to follow this up
-Allerton Drive – It was noted there are now yellow stripes on the road, which do not ‘rumble’.
Cllr Waterfield to follow up with LCC

  • Newcomers lunch – Cllr Waterfield suggested this could be held as a picnic on 19th July to
    coincide with “My Leeds 2023 Year of Culture” celebrations and invite all Villagers.
  • Playground – Cllr Waterfield noted that the twister/roundabout repair will be quoted for by
    Matthew Harrison.
    5 To consider and decide upon planning and landscape applications:
    5.1 Planning Appeal – Inglenook, Main Street – as an appeal there are no further comments
    5.2 23/02812/FU – 10 Church Drive: Single storey rear extension – no objection
    6 Matters requested by Councillors:
    6.1 Annual General Meeting date – Resolved to agree a date of 20th June 2023 for the AGM to
    commence at 7.45pm. PC monthly meeting to commence at the earlier time of 6.30pm.
    Cllr Ballmann gave his apologies for the AGM. Cllrs Groves and Waterfield to arrange
    refreshments. Cllr Groves to prepare a presentation on East Keswick Sports Association.

    6.2 EKSA Pitch Advisory Inspection (BG) – It was noted Cllr Groves had a meeting with
    Yorkshire Cricket Board who have advised the PC to have a Pitch Advisory Inspection at an
    approximate cost of £500, it was resolved to move ahead with this. Cllr Groves noted that
    due to the inclement weather, the cricket season has been delayed and no games have yet
    been played. Cllr Groves confirmed the EKSA is now solely him working to forward
    matters.
    6.3 Memorial Planter update – It was agreed for Mark to contact David Bowes to move this
    forward. Cllr Groves to provide contact details.
    6.4 East Keswick Sports Association funding update – Cllr Groves provided an update In
    relation to potential funding options available.
    6.5 EKSA Long Term Plan – It was agreed to reflect and email Cllr Groves with suggestions for
    the long term plan for EKSA.
    6.6 Pavement Creep (BG) – Cllr Groves confirmed this is logged with LCC.
    6.7 Adopt a Memorial Tree (BG) – A five year project was discussed, to consider and follow up
    at next meeting in relation to plaques for WW1 and WW2.
    6.8 Highway works – discussed under 4.1
    6.9 LCC Rats update
    LCC have visited and inspected the site and confirmed there are no traces of the rats still
    being in situ.
    6.10 Crabtree Lane Car Park
    It was noted there are a lot of potholes in the car park. It was agreed to ask Cllr Robinson
    to follow up with LCC Highways. Cllr Waterfield proposed a QR code system for parking.
    6.11 PWLB balance and new funding
    The Clerk provided details of new funding options and the current balance outstanding.
    6.12 Land Purchase update
    Cllr Batty provided an update. To consider at next meeting.
    6.13 Village Litter Pick
    It was agreed this was no longer required as the Brownies have picked up all the litter.
    6 14 Village Walks
    It was resolved the long walk will take place on Wednesday 21st June at 7pm
    The short walk will take place on 14th June at 7pm.
    6.15 Memorial Benches

    6.16 Post election planning
    It was resolved for each councillor to complete and sign:

    7 7.1 Financial Matters
    The following accounts were AGREED and approved for payment:
    7.1.1. EKVH £30.00
    7.1.2. Cllr Harrison – £115.59 Coronation lamp post signs
    7.1.3. M P Harrison Ltd – £197.69 Playground repair (crazy twister)
    7.1.4 Clerk expenses – £49.76 printer cartridges
    7.1.4. Cllr Groves – £244.02 EKSA groundworks
    7.2.It was AGREED to pay the following payments previously authorised, clerk’s salary and
    Inland Revenue.
  1. To notify the Clerk of matters for inclusion on the agenda of the next meeting
  2. To confirm the date of the next meeting as Tuesday 20th June 2023.
