Part time job vacancy – Parish Clerk
Parish Council Clerk – part time, home based, 8h per week
East Keswick Parish Council is looking to recruit a new Parish Clerk from September onwards. This is an interesting and varied home based position of 8hrs per week at the designated local government pay scale SCP grade 20 (currently paying £15.75 per hour and reviewed nationally each May). The position carries 5.6 days paid leave within the annual equivalent to 8 hours per week.
The Councillors are pro-active, enthusiastic and hands-on and we’re looking for a capable and diligent administrator who would attend monthly Parish Council meetings (usually the third Tuesday evening each month), prepare the agenda, take the minutes, book meeting rooms, follow up action points with external suppliers, villagers, village institutions, utilities and local authorities. You will manage council bank accounts and cashbook, complete quarterly VAT returns, liaise with internal and external auditors, manage expense claims and bank reconciliation.
You would support the Councillors in a number of sundry duties such as organising our annual remembrance service, Christmas lights switch on, notice board upkeeps, the routine answering of villager correspondence by phone and email and presenting a financial report to our annual public assembly. You should therefore be comfortable engaging with people by telephone, email and face to face. From time to time, you may be required to make on-site inspections of some of the Parish Council assets in the village such as the sports association ground, the playground, East Keswick Marsh, war memorial and car park etc.
The Parish Council is responsible for the village sports ground which is currently in redevelopment, and you will manage some of the financial aspects and day to day correspondence of its requirements.
The hours worked would be flexible although half of them will be on a designated and agreed day and time. You would have the loan of a council laptop and printer and designated email address. You must be able to store this and files at home use your home address to receive some Parish Council correspondence.
Whilst previous experience as a Parish Clerk would be a distinct advantage, ongoing, paid for training mainly through the Yorkshire Local Council Association will be provided to ensure knowledge of the relevant Parish Council legislation. More important to the council is a proactive self-motivated person with excellent communication skills, IT literacy and financial acumen.
