MATTERS ARISING

1 Neighbourhood plan
Nothing further to report – to be resumed in the New Year.
2 Sports Field
Cllr Groves confirmed the transfer of the Sports Field was still being dealt with by the Solicitors. It was agreed to create a separate sub committee for the Sports Field (Cllrs Batty, Groves, Eaton, Bailey) who will meet monthly to discuss pertinent items.
3 Playground maintenance and funding
Playground maintenance – it was agreed to contact joiner for quotes in relation to the timber replacement on the Tower. Playground funding – carry forward to next meeting once recent bank statement is received.
4 Crabtree Lane Car Park moving bins
Cllr Waterfield confirmed this had been requested a month ago and has sent another reminder. To follow up.
5 Car Parking on School Lane
It was confirmed this was still an issue and agreed that individual residents of School Lane should contact LCC highways directly with any further issues.
6 Notice Boards
It was agreed to contact the joiner for repair/replacement quotes.
7 Defibrillator
It was confirmed this has now been returned and is checked weekly and this is now working ok.
8.To consider upon planning and landscape applications
8.1 20/0872/TR Linden House, Lumby Lane. Works to protected trees. No objection
8.2 20/07879/FU Sycamores Moor Lane. Retrospective application for roof terrace. No objection
8.3 20/07880/FY Sycamores Moor Lane. First Floor balconies. No objection
8.4 20/07479/TR 40 Church Drive. Works to protected trees. No objection

9 Matters requested by Councillors
9.1 Illegal parking Crabtree Lane car park – Cllr Waterfield has reported this, together with photographic evidence and requested the enforcement officer makes a visit.
9.2 Crabtree Lane additional car park spaces requested by EKWT– the cost of providing additional car parking spaces was discussed together with an honesty box, it was agreed to carry forward to next meeting together with consideration for the suggestion of signs on the verges. The car park surfacing was also discussed and it was agreed to contact Leeds highways to request that the next time they are in the area working, if they could put any “left over” tarmac down as they have done in the past.
9.3 Disrupted bin collection – The Grove. It was discussed and agreed to encourage the residents of The Grove to report this directly to LCC.
9.4 Bank update – Cllr Waterfield has completed registration. Cllr Bailey and KMartin in progress.
9.5 Police Crime report – it was agreed this was very good news that no crimes have been reported during the month.
9.6 Parish Precept timetable – It was noted that by the end of March we must have informed LCC of any adjustment to this years precept. It was noted to complete and agree this and finalise the forms at Januarys meeting.
9.7 Memorial Lime Trees – it was noted this was scheduled to start on 16th December.
9.8 Footpath along Harewood Road – Cllr Waterfield will contact LCC rights of way team to get
further information.
9.9 YLCA training opportunities – Cllr Waterfield recommended the webinar training sessions.
Clerk to send details to Cllrs Edwards and Eaton.
10. It was noted that £45 had been received from Northern Power Grid in relation to the rent of
an electrical substation in the Village.
11 Financial matters: It was agreed to approve and pay the following items:
11.1.1. Time assured Limited £115 net
11.1.2. GGS maintenance £800 (Nov/Dec)
11.1.3. Cllr Groves expenses £11.99

11.2 Cllr Batty to check with June when the last annual VAT return was submitted and copy to
be sent to the Clerk to update our records. Also to request from June a copy of her last set of final accounts and AGAR to be used to finalise the 2019/20 accounts.
